It's a postcard to mobilise for the drafting of a new Constitution in 1993. After the May 1992 protests against the military government of General Suchinda Krapaayoon and the bloody crackdown that followed (and officially took 53 lives) a new Constitution was promulgated under the military appointed (NPKC - National Peace Keeping Council) prime-minster Anand Panyarachun.
In 1997 this campaign would finally lead to what became known as the 'People's Constitution'.
